On the morning of March 18, 2014, a Phoenix officer spotted Uran and Hicks at a motel as they got into a pickup truck Uran had stolen. Uran allegedly pointed a gun at the officer,and so began a police chase.The chase led into central Phoenix where a squad of marked and unmarked police cars and an armored mini-tank were waiting for them.<br />
Around 11 am Uran pulled into the parking garage of a commercial development known as CityScape and carjacked a woman inside the garage. Uran told the victim he had a gun. Hicks helped him wrestle away her keys, and they took her Ford Escape. When they screeched out of the parking garage, the Escape was immediately rammed by the police mini-tank.</p>

Two officers in pickup trucks tried to ram the Escape. The second one struck, rattling Uran and Hicks, airbags deployed and the car stopped. A minute later, a police bullet tore through Uran’s skull, killing him instantly. Police pulled Hicks out through the passenger-side window, cuffed her and took her to the ground, hard.<br />
Hicks, then 23, was charged under Arizona’s felony murder rule, which holds that if a killing occurs during the commission of certain felonies, such as unlawful flight from law enforcement or robbery, the persons responsible for the felony can be charged with murder.</p>

<p class="mol-para-with-font">Jessica Hicks was charged with first-degree murder in Craig Uran’s 2014 death-by-cop under Arizona’s felony murder rule, which holds that if a killing occurs during the commission or attempted commission of a felony, the person responsible for the felony can be charged with murder.<br />
The felony murder rule originated in England under the Common Law.<br />

<p class="mol-para-with-font">The felony murder law is true even if a participant in the felony is not directly responsible for the death, which was the case in Uran’s killing, Arizona being one of 46 states that have a felony murder rule on the books Hicks, who was sitting in the passenger seat, was then dragged out of the vehicle through the window, handcuffed and slammed to the ground by police.<br />
She was charged with first-degree murder in her boyfriend&#8217;s killing, armed robbery and auto theft.</p>

<p class="mol-para-with-font">During her initial court appearance, she was ordered held on $270,000 bail &#8211; an amount that made the young mother-of-three gasp in shock.<br />
&#8216;There&#8217;s no way I can be released? I was kidnapped,&#8217; she argued in court.<br />
Police said Hicks was not only a passenger in the stolen truck when Uran pointed a gun at the detective, but that she actively participated in the parking garage carjacking.<br />
It was later determined that the firearm that was in Uran&#8217;s possession was a pellet gun that looked so realistic that it even fooled his accomplice.<br />
At the time of his death, Uran was awaiting trial on a charge of being a felon in possession of a firearm but had been released on $1,800 bail on November 6, 2015.<br />
His criminal record also included a prior conviction for a drive-by shooting, felony weapons possession and theft of means of transportation, for which he was incarcerated in 2009 on three-and-a-half years.<br />

<p>Whether Hicks was helping Uran or just going along to stay alive is in dispute. Hicks would later claim that she went along with the carjacking because she was afraid of her boyfriend, whom she described as schizophrenic and bipolar. She also said that the 26-year-old was smoking meth as he drove. The police report differently, police reports indicate that though she climed she was with Uran &#8220;under duress&#8221; she admitted to helping Uran carjack the woman.<br />
The kill shot by officer David Norman, was deleared a &#8216;good shoot&#8217; by the Maricopa County Attorney;s Office, which reviewed the case.</p>

Uran was released from prison in 2012 after serving a little more than three years for transportation theft and misconduct involving weapons. Hicks took a plea agreement on a drug-paraphernalia charge in September, 2014.<strong><br />
</strong>The prosecutor offered Hicks a plea deal, as part of which she would have to plead guilty to a downgraded charge of manslaughter, and in return he would recommend a sentence of seven to ten and a half years in prison her attorney rejected the offer, instead asking for time served.<br />
If convicted of the first-degree murder charge, Hicks could face life in prison, prosecutors have said they would not seek the death penalty in her case.</p>
