<article id="ra-body">Trooper Ryan Sceviour is calling out the Massachusetts State Police department.<br />
According to the <a href="https://www.bostonglobe.com/metro/2017/11/07/state-trooper-was-ordered-alter-arrest-report-judge-daughter-now-suing/c2Bzgda88sQT9Xx6VA1XfN/story.html" target="_blank" rel="noopener">Boston Globe</a>, the officer has filed a lawsuit against top commanders, alleging that he was ordered to change the details of a police report pertaining to an Oct. 16 arrest.<br />
The <a href="https://www.documentcloud.org/documents/4176159-Police-report.html">document</a> contained details about the arrest of Alli Bibaud, who crashed her car on Route I-190 at about 7:35 p.m.<br />
When he arrived on the scene, Sceviour noted that she emitted an “immensely strong odor of alcohol,” and she failed several field sobriety tests, the report said,.<br />
Trooper Sceviour said he found what he described as a &#8220;heroin kit,&#8221; which included needles and a spoon, in the vehicle.</p>

<b class="b"></b>“Bibaud then began hysterically crying and screaming that she was ‘sick’ and ‘a heroin addict,’ ” the police report said.Bibaud, 30, admitted to obtaining the drugs by performing sex acts on men and, per the report, offered to do the same for the officer in exchange for leniency.<br />
&#8220;He&#8217;s going to kill me,&#8221; she said, according to Sceviour&#8217;s report.<br />
As he drove her to the Holden police barracks, she said her father was a judge and that he was going to be furious. “Sceviour did not believe her,” according to the lawsuit.<br />
It was later confirmed that the woman he arrested that night is the daughter of Dudley District Court first justice Judge Timothy Bibaud, who currently presides over the drug court.<br />
Sceviour states that Bibaud registered nearly three times the legal blood-alcohol limit in two breathalyzer tests: “I was unable to take Bibaud’s fingerprints as she was in and out of consciousness, trying not to vomit, and making lewd comments throughout booking,” he wrote in the police report.<br />
The inebriated woman was charged with operating under the influence of narcotics, operating under the influence of liquor, negligent operation of a motor vehicle, marked lanes violation, and failure to have a valid inspection sticker. She was released and picked up by her father.<br />
Two days later Sceviour claimed, he was awoken days after the arrest by a state trooper knocking on his door. He was ordered to drive to the State Police barracks 90 miles away in Holden, Mass., where he was censured and told to strip the police report of any mentions of sex or Judge Bibaud.</p>

<p>He also reportedly got two voicemails from a supervisor, identified as Lieutenant James Fogarty, asking that he report to the Holden Barracks, an order he said came directly from a superior in regards to the arrest of &#8220;a judge&#8217;s daughter.&#8221;<br />
Sceviour is suing several high ranking officers, including Colonel Richard D. McKeon, according to the publication. He claims they punished him and forced him to alter the police report to spare Judge Bibaud any embarrassment.</p>

<p>He made it clear in his lawsuit that Fogarty did nothing wrong and said he told him he would have done the same thing if he&#8217;d made the arrest.<br />
In the suit, Sceviour recalled a meeting with Major Susan Anderson, whom he said didn&#8217;t think he&#8217;d done anything wrong either.<br />
According to the suit, she produced a marked-up copy of Sceviour’s report, with the proposed deletions in ink, and ordered him to make these changes: remove her offer of sex for leniency as well as her claims to having performed sex acts for heroin. In addition, the marked-up report eliminated Bibaud’s quote: “My dad is a [expletive] judge, he’s going to kill me.”<br />
Still, she pushed him to change the police report, citing an order from the colonel.<br />
&#8220;This is an order Jeff [Gilbert, a union rep also in the meeting], we all have bosses,&#8221; Anderson said, according to the lawsuit.</p>

<p>A spokesman for the State Police admitted that McKeon directly delivered the order to change the police report. He added that it&#8217;s not uncommon for such orders to be made and said that Sceviour was wrong to include Bibaud&#8217;s comments in the report as they were irrelevant.<br />
Sceviour&#8217;s lawyer, Lenny Kesten has accused Boston PD of railroading his client: &#8220;What they did to Trooper Sceviour is shameful.&#8221;<br />
&#8220;We expect the State Police administration to enforce the law, not break it&#8221;.<br />
Dudley District Court Judge Tim Bibaud has denied having any involvement in the decision to remove him and his daughter&#8217;s prostitution claims from the police report in a comment to <a href="https://worcestermag.com/2017/10/27/judge-responds-altered-police-report-claim-bald-faced-lie/54593" target="_blank" rel="noopener">Worcester Magazine</a>.<br />
&#8220;I absolutely, vehemently deny making any contact with anybody&#8221; regarding the report, he stated. Bibaud did, however, admit that his daughter is ill and needs help.<br />
Dudley District Court Judge Tim Bibaud is striking back at allegations he asked authorities to alter his daughter’s arrest report, removing an embarrassing comment allegedly made by his daughter, Alli, during her drug arrest earlier this month, from the Police report.<br />
“It’s a bald-faced lie that I orchestrated it,” Judge Bibaud said.<br />
Alli Bibaud reportedly, was admitted on Oct.17 to a rehab facility in Worcester, Mass., where she is “participating in all the assigned groups, educational sessions, and individual counseling.”</p>
