a 12-year veteran of the Baltimore Police Department was one of eight city police officers charged with racketeering in March by the U&period;S&period; attorney&&num;8217&semi;s office&period;<br &sol;>&NewLine;Rayam and two other officers were accused in June 2009 of stealing &dollar;11&comma;000 in cash from a man they pulled over in a traffic stop&period;<br &sol;>&NewLine;The man&comma; Gary Brown filed a complaint with the police&period; Police launched an internal affairs investigation&period;<br &sol;>&NewLine;Rayam failed a 2010 polygraph test&comma; and investigators concluded that he had provided false statements&period; The investigation resulted in a &&num;8220&semi;finding of Sustained for the allegations of Misconduct General&comma; Misrepresentation of Facts&comma; and False Statements&comma;&&num;8221&semi; the documents show&period;<br &sol;>&NewLine;But an internal trial board acquitted him of those findings in 2012&comma; is a three-year veteran of the PPD&comma; assigned to the department’s 35th District in Northwest Philadelphia&comma;  began his police career in Baltimore before moving to Pennsylvania in 2014&period;<br &sol;>&NewLine;He reportedly met fellow officer Jemell Rayam at the police academy in Maryland&period; including commanding sergeants Thomas Allers and Wayne Earl Jenkins&comma; used their positions to rob drug dealers&comma; pilfering hundreds of thousands of dollars uncovered while searching homes and cars of suspected criminals&period;<&sol;div>&NewLine;<&sol;div>&NewLine;<&sol;aside>&NewLine;<p>Snell allegedly  set up an October 2016 meeting between his brother and Rayam to arrange for the sale of cocaine seized by the task force&period;<br &sol;>&NewLine;After that drug sale the officers got allegedly deposited &dollar;1&comma;000 apiece&period; Several similar transactions followed over the next two months&comma; the indictment alleges&period;<br &sol;>&NewLine;Arrested along with six other officers in March&comma; Rayam pled guilty to one count of racketeering conspiracy last month&period;<br &sol;>&NewLine;But in recorded jailhouse phone conversations &comma; Snell allegedly pressured Rayam to keep his name out of the ongoing investigation&colon; &OpenCurlyDoubleQuote;Snell told Rayam to &OpenCurlyQuote;stand tall’ and said he would &OpenCurlyQuote;keep an eye’ on Rayam’s kids&comma; which Rayam perceived as a threat to harm Rayam’s children if Rayam told authorities about Snell’s illegal drug trafficking&comma;” the indictment states&period;<br &sol;>&NewLine;Snell reportedly&comma; would be suspended for 30 days with intent to dismiss&comma; by Philadelphia police dept&period;<br &sol;>&NewLine;In Maryland&comma; Commissioner Kevin Davis of the Baltimore Police Department said authorities have no reason to believe Suiter’s killing was connected to his pending testimony&comma; according to The Baltimore Sun&period;<br &sol;>&NewLine;&OpenCurlyDoubleQuote;The BPD and FBI do not possess any information that this incident … is part of any conspiracy&comma;” Davis said&period;<br &sol;>&NewLine;Commissioner Davis said authorities are offering a &dollar;215&comma;000 reward for information leading to an arrest in Suitor’s killing&comma;
