<p class="mol-para-with-font">A female staffer employed to guard convicted sex offenders at a treatment center in Oregon has been dinged for having a sexfest with one of her patients.<br />
A female security guard at the Minnesota Sex Offender Treatment Program in St. Peter is accused of repeatedly having sex with a male patient.<br />
Claudia Kogo, 57, of Mankato, was charged on Friday with felony counts of criminal sexual conduct stemming from her alleged affair.<br />

Authorities say a patient who was committed as a &#8216;sexually dangerous person&#8217; with a &#8216;sexually psychopathic personality&#8217; reported that he had sex with Kogo more than two dozen times in late 2017.<br />
The <a class="class" href="http://www.mankatofreepress.com/news/local_news/guard-charged-with-having-sex-with-committed-sex-offender/article_30162734-2bf2-11e9-b615-eb418bee97d5.html" target="_blank" rel="nofollow noopener">The Mankato Free Press </a>reported the patient said the relationship started with flirting a year earlier.<br />
After the pair met in 2016, what started as flirting and sharing stories about past sexual experiences became more aggressive in 2017 with Kogo allegedly asking him about the type of underwear he wears and more direct sexual questions.<br />
In late 2017 Kogo allegedly took it a step farther when she began touching the patient&#8217;s penis over the pants and sending him masturbation photos, condoms and instructions on how to collect his &#8216;seminal fluid&#8217; for her, according to a criminal complaint cited by <a class="class" href="https://bringmethenews.com/minnesota-news/charges-security-counselor-had-sexual-relationship-with-sexually-dangerous-patient-at-minnesota-sex-offender-center" target="_blank" rel="nofollow noopener">Bringmethenews.com.</a></p>

Kogo admitted to a state investigator only that she kissed and groped the patient but denied having sex with him.<br />
On Aug. 29, 2018, Kogo exercised her right to remain silent when contacted by St. Peter police.<br />

Search warrants were executed against her property and investigators found that Kogo had called the patient hundreds of times while he was hospitalized in St. Peter, with many of the phone call recordings revealing Kogo and the patient describing their sexual activities.<br />
A police detective who listened to recordings of phone calls between Kogo and the patient included conversations about their sexual activities, according to court document.<br />
Kogo no longer works at the facility, a Minnesota Department of Human Services spokesman said.<br />
The Minnesota Sex Offender Program confines sex offenders who have finished their prison sentences in secure treatment facilities in St. Peter and Moose Lake.</p>

<p class="mol-para-with-font">The US Supreme Court in October 2017 ruled against reviewing Minnesota&#8217;s civil commitment program for sex offenders, which had been challenged as unconstitutional for rarely releasing patients.<br />
&#8216;Sexual relationships between staff and patients or clients at DHS treatment facilities are unacceptable under any circumstances,&#8217; Department of Human Services Deputy Commissioner Chuck Johnson said in a statement.<br />
&#8216;We immediately investigate all such allegations, which can result in discipline or termination of the staff person.&#8217;</p>
