according to US Immigration and Customs Enforcement&period; It&&num;8217&semi;s not clear when he arrived in the US or how long he has been living in the country for&period; CBP said he was a minor when he arrived to the US&period;<br &sol;>&NewLine;ICE has filed an immigration detainer with the Montgomery County Department of Correction and Rehabilitation&period;<br &sol;>&NewLine;He is accused of giving a 11-year-old girl a cell phone some time last year&period;<br &sol;>&NewLine;Using that phone he exchanged explicit text messages and photographs with the girl and arranged for sexual meetups&period;<br &sol;>&NewLine;The victim&&num;8217&semi;s father discovered the phone on Christmas Eve and found a trove of text messages describing &&num;8216&semi;vaginal intercourse&comma; fellatio&comma; and cunnilingus&&num;8217&semi;&period;<br &sol;>&NewLine;The father reported to police a text message where the suspect advised the victim that &&num;8216&semi;she bit his penis the last time she performed fellatio&&num;8217&semi;&comma; Ivan Lopez emigrated from Honduras nearly three years ago and was living with his uncle in Silver Spring&comma; according to court documents&period;<br &sol;>&NewLine;He is accused of luring a different 11-year-old from a park near the Rollingwood Apartments in Silver Spring to his family&&num;8217&semi;s apartment&period;<br &sol;>&NewLine;Once there he told the girl to sit down on a bed and turned on Netflix before raping her&comma; the victim told detectives&period;<br &sol;>&NewLine;Lopez&comma; speaking through a Spanish translator&comma; argued to investigators that he led the victim by hand to his bedroom and the two had &&num;8216&semi;consensual vaginal intercourse&&num;8217&semi;&comma; where he is a student&period; Lopez emigrated from Honduras nearly three years ago and was living with his uncle in Silver Spring&comma; according to court documents<br &sol;>&NewLine;The two incidents in the same school district have sparked outrage among parents&period;<br &sol;>&NewLine;&&num;8216&semi;If the school system would not allow an employee or a volunteer to be back in the school while they’re facing such serious charges&comma; how does that change when it’s a student&quest; They’re over 18&period; They are men&period; They just use a different badge to get into school&comma;&&num;8217&semi; Jennifer Gross&comma; a Montgomery County resident&comma; mother&comma; and longtime advocate for sexual assault prevention said in an <a href&equals;"https&colon;&sol;&sol;wjla&period;com&sol;news&sol;local&sol;montgomery-co-police-arrest-two-mcps-students-for-raping-11-year-old-girls-off-campus">interview<&sol;a>&period;<br &sol;>&NewLine;&&num;8216&semi;Will they be allowed to return to the classroom&quest; Will they be allowed to be back in general education public high school&quest;&&num;8217&semi; she added&period;<br &sol;>&NewLine;&&num;8216&semi;These are adult men&period; They are over the age of 18 and simply because you’re enrolled in MCPS schools — or any other school system — does not change the fact that you’re legally an adult&comma;&&num;8217&semi; Gross maintained&period;<br &sol;>&NewLine;Last year saw Montgomery County rolled back its sanctuary policies following several  arrests of undocumented immigrants linked to alleged rape or sexual abuse&period;<&sol;p>&NewLine;<&sol;div>&NewLine;
