<p>The officer-involved shooting death of an armed man who was sitting inside a parked car in Phoenix has prompted protests to erupt across the city.<br />
In video recorded by witnesses, police are heard yelling at the man: &#8216;Hey, stop f**king moving. I will f**king shoot you!&#8217; before opening fire.<br />
The man in the vehicle has been identified as 28-year-old James &#8216;Jay&#8217; Porter Garcia, a father-of-two.</p>

The police video does not show the actual shooting, but does show the aftermath as another officer is seen removing a gun from the front seat of Garcia&#8217;s vehicle.<br />
<span style="color: var(--color-text); font-size: 1rem;">Officers then removed Garcia from the vehicle and Phoenix Fire personnel transported him to a local hospital where he succumbed to his injuries.<br />

Officers approached the car to let the man know they were investigating an aggravated assault.<br />
Police said when the officers asked the man to get out of the car, he rolled up the window and showed a gun.</p>

Eye witnesses offer a a narrative that completely differs from the police report. Garcia had nothing to do with the event leading to the 911 call that brought law enforcement on the scene.<br />
Home owner Lisa Whener who described Jay Garcia as a gentle soul, said Garcia who was there to pick up her son, was waiting in his car in her driveway.<br />
He must have dozed off she said, when police arrived in search of an aggravated assault suspect who had argued with another man in front of the house earlier.<br />
Activists query the fact that Phoenix police have released only bodycam video of events after the shooting, instead of the full timeline of events leading to the shooting and the actual shooting itself</p>

<p>Whereas police say Garcia refused to cooperate when he was ordered to step out, that he had a gun which he picked up and pointed at officers before they shot him dead, witnesses however contradict this account.<br />
According to several eye witness accounts, Garcia had both of his hands on the steering wheel and only reacted when one officer smashed the back window of his car.<br />
&#8216;There is no way he would have pulled a gun surrounded by six officers,&#8217; a male witness said.<br />
Garcia reacted to the sound of his breaking back window by jerking both pf his hands upwards before police shot him eye witnesses claim.</p>

<p>Phoenix City Councilman Carlos Garcia shared the video on his Facebook page, saying: &#8216;It does not shock us that despite all the scrutiny from community Phoenix PD continues to respond violently to calls.<br />
&#8216;But, we must all continue to ask for transparency and accountability. The department also issued a premature statement leaving out facts about the case.<br />
&#8216;We cannot allow for dishonest narratives to be built by violent departments. we will continue to call for independent investigations into officer involved shootings.&#8217;<br />
The police department has also urged witnesses to send in any video of the officer-involved shooting.</p>
