At age 20, he was not allowed to carry the pistol.
The firearm was sent to the National Integrated Ballistic Information Network for testing, where it was confirmed to be the weapon used in the shooting that injured the teenager on June 22.
Investigators executed a search warrant at Penn’s home in nearby Midwest city on August 4, and he was subsequently placed under arrest.
According to police Penn has confessed to the shooting claiming he was trying to help his cousin, who was being assaulted by several assailants.
