<p>Decarlos Brown Jr, 34, was arrested on August 22 and charged with first-degree murder in the slaying of 23-year-old Iryna Zarutska .<br>Decarlos Brown Jr. told his family he stabbed the young Ukrainian refugee to death on board a train in Charlotte, North Carolina, because he believed she was reading his mind. His sister recorded his rambling explanation during a call with her brother from his jail cell.<br>Tracey Brown was assaulted by her older brother in a 2022 attack that saw him bite her and break the hinges of a door. However, she decided to drop the charges out of concern for his mental health issues.<br>According to Tracy, her sibling is a paranoid schizophrenic who told her multiple times the government had implanted a chip in him. <br>“A person that is hearing voices in their head and believes the world is against them, they’re going to break. And I think that night he broke,” she <a href="https://www.cnn.com/2025/09/09/us/charlotte-train-stabbing-ukrainian-victim" target="_blank" rel="noreferrer noopener">said</a>.<br>Tracy in her media interview highlights system failure in monitoring his case, because in the past her brother sought help and called the help line multiple times. However, the help offered was incarceration instead of counseling. </p>

<p>The audio recording of Brown’s phone conversation with his sister from jail captures his rambling explanation for launching an unprovoked attack on a complete stranger in public transportation and in the full glare of witnesses. <br>The explanation is heard on audio from a call made nearly a week after the murder, on August 28. <br>Brown told his sister that “the material in his body” had killed Iryna, not acknowledging his role in the murder.<br>“I hurt my hand, stabbing her. I don’t even know the lady. I never said not one word to the lady at all. That’s scary, ain’t it. Why would somebody stab somebody for no reason?” Brown is heard saying.<br>Tracey Brown then asks her brother , “Out of all people, why her [Zarutska]? <br>&#8220;She’s from the Ukraine, she’s from Russia, and they had a war going on against the United States, so I’m just trying to understand, of all people, why her?”<br>The difficult to decipher response from Brown was: “They just lashed out on her, that’s what happened. Whoever was working the materials, they lashed out on her. That’s all there is to it. Now they really gotta investigate what my body was exposed to … Now they gotta do an investigation as to who was the motive behind what happened.”<br>Tracey’s mother has said that her efforts to get Brown placed in a long-term mental care facility failed because she wasn’t his legal guardian, she said.</p>

<p>Tracey said her brother’s behavior deteriorated after he was freed from prison in 2022 following a five-year sentence for armed robbery.<br>“He didn’t seem like himself,” she said, describing how he struggled to hold conversations and became aggressive, failing to hold down a regular job.<br>Brown was failed by the state, his younger sister said, adding that he was “not safe” to be out on the streets.<br>“He was a high risk. He was not in his right mind. He was not safe for society. We know what he has been dealing with the last three years. And now an innocent woman is dead.” <br>Brown’s second-most recent arrest on January 19, happened after he called 911 during a welfare check, to complaining that his brain was being controlled by a microchip.<br>“Brown wanted officers to investigate this ‘man-made’ material that was inside of his body,” his arrest affidavit reads.<br>“Officers advised Brown that the issue was a medical issue and that there was nothing further they could do,” the affidavit states, at which point Brown flew into a rage and was arrested and charged with “misuse of the 911 system.”<br>After reviewing Brown’s case at a January 21 hearing, Magistrate Judge Teresa Stokes granted the defendant cashless bail on a “written promise” that he would show up to a future court date.<br>Judge Stokes according to Tracey, ordered a psychiatric test for Brown through the courts, but “they pushed it back for a year and a half. ” <br>Her brother “was seeking help,&#8217; she said. &#8216;He called 911 multiple times. Instead of talking to him, they thought charging him was going to help,” Tracey Brown said.</p>
