his office said in a statement&period;<br &sol;>&NewLine;Kigotho said the building&&num;8217&semi;s proximity to a nearby swollen river likely damaged the structure&period; &&num;8220&semi;The water most likely undermined the foundation&comma;&&num;8221&semi;
