<p>Police in Palm Springs, Florida are investigating the death of a West Virginia woman. The 29 year old woman was pronounced dead Thursday at Larkin Community Hospital’s Palm Springs Florida, Thursday afternoon because of complications during a cosmetic surgery procedure, according to police.</p>

<p>Heather Meadows, who was visiting from West Virginia, was undergoing a procedure Thursday afternoon at Encore Plastic Surgery, 1738 W 49th St., when “she suffered medical complications,” police said.<br />
She was rushed to the hospital, formerly Palm Springs General, 1475 W. 49 Place, where she was pronounced dead. Family and friends took to Facebook to remember Meadows: “The pain I’m feeling is unbearable &; My soul has cried itself out!! … I miss you &; I want my friend back!!’’ wrote one friend.<br />
According to its website, Encore Plastic Surgery offers procedures including breast augmentation, Brazilian butt lifts, tummy tucks, nose jobs, liposuction and “Mommy Makeover.’’ Police did not indicate what type of procedure Meadows had at Encore.</p>

<p>Orlando Llorente and James McAdoo are the two doctors listed on the Encore website. The two doctors are also affiliated with <a title="" href="https://vanitymiami.com/" target="_blank">Vanity Cosmetic Surgery </a>on 8506 SW Eighth St. Corporate records show that Vanity and Encore are linked through a common mailing address, 13985 SW 20th St., Miami. The registered agent for Encore is Estrella Roja; the registered agent for Vanity is Ismael Labrador, whose name appears in documents attached to the Encore corporate filing.</p>
<h2><span style="color:#999999;"><strong>The clinics have made headlines over the years.</strong></span></h2>
<p>In July 2013, a 51-year-old woman died shortly after buttocks augmentation surgery was performed at Vanity. The autopsy revealed she died of complications resulting from the surgery. The doctor who performed the surgery, Anthony Hasan, is listed on the Vanity website.<img class="alignnone size-full wp-image-22232" src="https://konniemoments.com/wp-content/uploads/2016/05/dr-osak-omulepu.jpg" alt="Dr Osak Omulepu" width="960" height="540" /><br />
Another surgeon whose name has come up in online medical reviews for Encore is <a href="http://konniemoments.com/2016/05/10/dr-osakatukei-osak-omulepu-florida-plastic-surgeon-has-license-restricted-after-botching-several-brazilian-butt-lift-procedures/">Dr. Osakatukei “Osak” Omulepu</a>. A review of Encore Plastic Surgery on Yelp, dated April 30, written by Whittney D., lavishly praises Omulepu, saying he is “an amazing surgeon.’’<br />
State health officials issued an emergency order in February restricting Omulepu from performing liposuction and fat transfers to the buttocks, stating that the doctor presents an “immediate serious danger” to the public health. Omulepu is accused of severely injuring four patients in May 2015 during liposuction and so-called Brazilian butt lift procedures. In March, Florida health officials took steps to revoke the medical license of Omulepu.<br />
His attorney told the Herald last month that Omulepu will contest most of the charges. Currently, Dr. Omulepu is not listed on the websites of either Encore or Vanity.</p>
<p><a href="http://encoreplasticsurgery.com/" target="_blank">Encore’s website</a> and Facebook page promote breast implants, Brazilian butt lifts, rhinoplasty, liposuction and a procedure called a “Mommy Makeover.” A woman interviewed outside the clinic by WSVN-TV said Encore offered her a cosmetic operation at $8,000 less than competitors.<br />
“I&#8217;m not having surgery here. Are you kidding me? This is a chop shop,” the woman said. She asked for her deposit back after the news station told her about Meadows’ death.</p>

<p>Police and federal authorities have charged others doctors affiliated with the clinics with attempted murder, kidnapping and prescription drug fraud. Some patients say they were discharged to recover at horse stables following their surgeries. Yet, the clinics’ doors remain open. And the patients, many wooed by &#8216;cost benefits&#8217;, online testimonials and sales pitches, keep coming from all over the country.</p>

</span><strong>Ismael Labrador: </strong> Owner of Vanity Cosmetic Surgery and president of Encore Plastic Surgery, arrested and charged by Miami-Dade police in 2007 after a months-long undercover investigation discovered he was employing unlicensed doctors and allowing them to perform procedures, including vaginal reconstruction, on patients. Labrador later settled the charges, paying a $30,000 fine, performing community service and accepting a reprimand.</p>
<p><strong>Osakatukei “Osak” Omulepu: </strong>who is currently fighting the state health department’s efforts to revoke his license for medical malpractice after the doctor seriously injured four patients in two days in May 2015, including Fowler, at Spectrum Aesthetics and Vanity.</p>
