<p class="mol-para-with-font">Dashcam footage has revealed that a woman who was pulled over for driving the wrong way down a street hours before she crashed into a river and drowned was never ordered to take a sobriety test.<br />
Toni Anderson, of Wichita, was driving from the Chrome strip club where she worked to a friend&#8217;s house in the early hours of January 20, when she was stopped by a North Kansas City officer on the 9-Highway.<br />
Video, from the squad car&#8217;s dashcam, shows the cop tell Anderson she &#8216;heading the wrong way&#8217; down a two-way street, and &#8216;into on-coming traffic.&#8217;</p>

<div class="image-wrap">A few hours after she was stopped by police, Anderson (pictured) drove her car into a river and drowned. He then demanded to know if the 20-year-old had been drinking, to which she replied she hadn&#8217;t.<br />
However, a toxicology report revealed Anderson had ethanol, cocaine and amphetamine in her system when she died later that night. All those drugs could have lead to confusion and impaired driving, a coroner found.</div>

<p class="mol-para-with-font">Video captured Anderson giving some seemingly confused answers while being interviewed during the stop, mumbling that it was &#8216;shady&#8217;.<br />
When he asked what that meant, she just replied &#8216;shady lady.&#8217;<br />
She was later heard giggling at the cop who told her it was &#8216;not funny&#8217;.<br />
&#8216;That is why I&#8217;m asking you if you have been drinking,&#8217; he told her. &#8216;Are you taking any medications or anything?&#8217;<br />
&#8216;No, I am just really sick. I don&#8217;t feel good,&#8217; she replied.</p>

<p class="mol-para-with-font">The officer then walked to his patrol car to check Anderson&#8217;s driver&#8217;s license and plate.<br />
Yet, despite the motorist driving the wrong way and giggling during the interview, he does not order Anderson to perform a sobriety test.<br />
Instead, he just told her to park up and &#8216;collect herself&#8217; when he returned to her car.<br />
&#8216;Toni, do me a favor pull into that parking lot; sit there a while, gather yourself,&#8217; he told her.<br />
&#8216;Because you&#8217;re nowhere near&#8230;. and you&#8217;re facing the wrong direction. So pull over there and gather yourself. Alright?&#8217;<br />
She was last seen on surveillance footage in the early hours of January 15 at a QuikTrip gas station over on 9-Highway, in Kansas City, shortly after being ordered to collect herself.</p>

<p class="mol-para-with-font">Text messages show Anderson, who had been driving to meet with friends downtown after leaving her job at Chrome entertainment bar on 40-Highway around 4am, messaged her friend Roxanne Townsend at 4.42am saying: &#8216;Omg I just got pulled over again&#8217;.<br />
Townsend said her friend &#8216;got pulled over all the time&#8217;.<br />
Anderson&#8217;s ATM card was used and her GPS system in her car stopped working shortly after she arrived at the QuikTrip.<br />
Sadly, just a few short hours later, the University of Missouri-Kansas City student drove off the road, into a river, and drowned.<br />
It was two months before her body was discovered in her 2014 Ford Focus which was submerged 20 feet under water in the Missouri River, near a boat ramp at Platte Landing Park in Parkville. Investigators found the vehicle near Anderson&#8217;s last known location on her cellphone.</p>

<p>Investigators found Anderson with no seat belt on, while the car had all windows still intact, with the driver&#8217;s side window down. The car was in drive with the keys in the ignition.<br />
A coroner ruled that she died from hypothermia and drowning, and ruled her death as accidental. Authorities say other factors contributing to her death were ethanol, cocaine and amphetamine intoxication. Authorities do not suspect foul play.<br />
The North Kansas City Police Department said it reviewed the dashcam footage from the cop&#8217;s car but said the officer&#8217;s actions were reasonable, said Maj. Kevin Freeman.<br />
But a friend of Anderson is demanding justice, and says that if the officer suspected in any way that she was drunk or high on drugs, then he should have ordered a sobriety test.<br />
&#8216;Cops don&#8217;t tell people they think are intoxicated to go collect themselves,&#8217; Mary Gillespie, a friend of Anderson, told the <a class="" href="http://www.kansascity.com/news/local/crime/article152189977.html" target="_blank" rel="nofollow noopener noreferrer">Kansas City Star.</a> &#8216;No, they are going to perform a Breathalyzer test or other DUI testing and then determine if they need to take you in or not.&#8217;<br />
&#8216;He should be punished for the fullest extent for letting her go,&#8217; Gillespie said.<br />
Anderson was alone in her car the last time she was seen. Investigators have video surveillance of Anderson buying gas.<br />
Anderson’s mother, Liz Anderson, has said she believes Anderson’s death was an accident. The mother said police gave her access to the case evidence and at one time had 12 detectives working on the investigation.</p>
