<p>Surveillance video provided by a local resident to the victim&#8217;s family shows Eddie Irizarry pulling into a parking spot, running over orange traffic cones, and stopping before a police vehicle pulled up to the passenger side of his car a few seconds later on a narrow residential street.<br>A police officer is seen in the footage getting out of the passenger side of the police cruiser and pulling out a firearm from his belt as he was walking across the cruiser toward Irizarry’s car. <br>The officer appears to yell, “Show us your hands! followed by “Show me your hands” twice.<br>Five seconds later, the officer appeared to fire his gun six times, with at least one shot striking Irizarry’s front windshield. <br>While firing his weapon, the officer is heard shouting what sounds like, “Drop the knife!”</p>

<p><br>Johnson said he intends to file a wrongful death lawsuit against Dial and the City of Philadelphia on behalf of the family. <br>&#8216;In my view,&#8217; Johnson said, &#8216;this is a crime against humanity, to be perfectly truthful.&#8217; <br>Johnson said the City Solicitor’s Office had invited Irizarry’s family to privately watch the body-worn camera footage last Friday but the Philadelphia District Attorney’s Office rescinded that offer, citing an ongoing investigation.<br>He announced that he would be turning over the surveillance footage to all law enforcement agencies investigating the fatal shooting.<br>City of Philadelphia Citizens Police Oversight Commission [CPOC], released a statement Tuesday that it has been actively monitoring the investigation currently being conducted by the Philadelphia Police Department. <br>&#8216;Based on information we have reviewed, we have recommended that PPD terminate Officer Dial,&#8217; the CPOC said.</p>

<p>Police have since changed their narrative, admitting that Irizarri was shot inside his car and not outside as they previously claimed. <br>Philadelphia Police Commissioner, Danielle Outlaw, addressing the media said Dial would be suspended for 30 days, with the intent to terminate his employment, citing administrative violations of insubordination, refusal to promptly obey proper orders from a superior officer and a conduct unbecoming violation for “failure to cooperate in any departmental investigation.” Outlaw said the investigation into the shooting itself continues. <br>Commissioner Outlaw said that a review of the officers’ body-worn cameras “made it very clear that what we initially reported was not actually what happened.”<br>Police she said, are trying to determine the source of the initial erroneous version, which an official earlier said was called into police radio and appeared to have come from “an internal source.” Outlaw said that probe may result in disciplinary action if warranted.<br>Fortunato Perri, a lawyer who represents the Fraternal Order of Police, said in an statement that Dial &#8216;has the full support of the Fraternal Order of Police as we continue to review the facts and circumstances surrounding this tragic incident.&#8217;<br>Philadelphia Mayor Jim Kenney called the death &#8216;a tragedy&#8217; on Wednesday. <br>&#8216;This is certainly a tragedy and my heart breaks for the family and for the loss of Mr. Irizarry,” Kenney told reporters.<br>Adding &#8216;the investigation will bring out whatever it’s going to bring out, and we’ll move on from there.&#8217;</p>
