<p>A former Florida mayor could be stripped of his citizenship after immigration officials claimed he arrived in the US illegally before tying the knot in a sham marriage, then going on to live the lie for 30 years. <br>US authorities said Philippe Bien-Aime a naturalized US citizen, who was born in Haiti, 60 years ago, has been accused of using a doctored passport to enter the country and lying about his marital status in order to gain naturalization. <br>A new lawsuit claims Bien-Aime, the former mayor of North Miami, is a serial bigamist who illegally tried to gain citizenship in 2001 by wedding a US citizen, while still married. <br>He had wedded two women in his native Haiti, without ever getting a divorce, before moving to the US and going for a third marriage<br>An affidavit filed by US Immigration in Miami federal court on February 18 states: &#8216;Bien-Aime was not eligible to receive a visa as the spouse of a US citizen because his marriage to the US citizen&#8230; was bigamous and invalid.&#8217; </p>

<p>Born Jean Philippe Janvier, the former politician allegedly arrived in the US on July 25, 1995, with his photograph on someone else&#8217;s passport, authorities claimed in the suit. <br>The <a href="https://www.justice.gov/opa/pr/justice-department-files-case-revoke-us-citizenship-immigration-fraudster-and-former-mayor">complaint stated</a> that the alleged fraud was uncovered following fingerprint comparisons. <br>Eighteen years prior to being sworn in as a mayor in Florida, from 2019 until 2022, a judge had ruled that Bien-Aime, should be deported to Haiti, in 2001. <br>The complaint alleges that on July 31, 2000, an immigration judge determined that Janvier gained entry into the United States by fraud, specifically through the use of a photo-switched passport. The judge ordered him removed to Haiti.<br>He appealed the removal order before eventually withdrawing his appeal, based on the claim that he had self-deported to Haiti, according to a <a href="https://www.justice.gov/opa/pr/justice-department-files-case-revoke-us-citizenship-immigration-fraudster-and-former-mayor" target="_blank" rel="noreferrer noopener">release </a>from the US Department of Justice. <br>However, the filing states there is no indication he ever left the United States as ordered.<br>Court documents state that Department of Homeland Security records, including fingerprint comparisons, show that the person who naturalized as Philippe Bien-Aime is the same individual who was previously ordered removed from the United States under the name Philippe Janvier.</p>

<p>&#8216;In reality, Bien-Aime remained in the United States and, using the new name and date of birth, married a US citizen to obtain permanent resident status,&#8217; a press release stated. <br>In truth, he was already married to a Haitian citizen, rendering the subsequent marriage &#8216;fraudulent and invalid.&#8217; <br>Court documents state that under the name Jean Philippe Janvier, he married Sarahjane Ternier. Then, as Philippe Bien-Aime, he married Beatrice Gelin. Both women reportedly, wedded Bien-Aime, in Port-au-Prince, Haiti, in1993. <br>However, the marriage to Ternier and the divorce certificates for both marriages were found to be fraudulent, according to an US Immigration. <br>According to court records the man now known as Bien-Aime claimed in his green card and naturalization applications that he had divorced Gelin and married Mari Rose Chauvet, a US citizen, in May 2001. </p>

He appealed the removal order, only to withdrew the appeal, having returned to live in Haiti, instead. <br>However according to DHS, Bien-Aime remained in the country.Assuming a different name and date of birth, he married a U.S. citizen to obtain permanent resident status. <br>&#8216;After making numerous false and fraudulent statements in adjustment and naturalization proceedings, he naturalized in 2006 under the Bien-Aime identity,&#8217; the DOJ press release said. <br>He would go on to use that name in his mayoral race in 2019, after serving on the city council for six years.<br>Consequently his testimony during his de-naturalization, that he &#8216;has not practiced polygamy and has not given any false testimony to obtain immigration benefits,&#8217; was not the truth.</p>

<p>Reacting to the slew of allegations Bien-Aime&#8217;s lawyer, Peterson St Philippe, <a href="https://www.miamiherald.com/news/local/immigration/article314768100.html">said</a>: &#8216;We believe it is appropriate to address the allegations through the judicial process rather than through public commentary.&#8217;<br>&#8216;We trust any reporting will reflect that the matter remains unsolved and that no findings have been made,&#8217; he added. <br></p>
