A dead man who washed ashore stuffed into a plastic bag — his feet in concrete — was identified as a 28-year-old Brooklyn ex-con with deep money woes, police sources said.
Peter Martinez ā€œowed a lot of money,ā€ his girlfriend told investigators on Tuesday.
Martinez’s remains were recovered on the rocks outside of Brooklyn’s Kingsborough Community College. He was found wrapped in a black plastic bag, officials said. His hands were tied behind his back and his feet were stuck in poured concrete, officials said.

Peter Martinez, 28, had been missing since Feb. 5, 2016. His body was found on Tuesday.

A student at the Manhattan Beach community college found Martinez’s body washed up on the shoreline near Oriental Blvd. about 10:30 a.m. Monday.
He had not been shot or stabbed, officials said. Although an autopsy was completed on Tuesday, an exact cause of death was not immediately revealed.
Martinez had been arrested 31 times, officials said. In 2011, he was sentenced to two years in prison after being convicted of identity theft charges in Suffolk County, according to court papers.
