<p>A Detroit police officer has been demoted after filming a woman walking home after he had impounded her car in the freezing cold.<br />
Footage posted on Tuesday shows corporal Gary Steele from the ;Detroit Police Department use condescending remarks as he films 23-year-old Ariel Moore walking away from her car ;near Stout Street and Joy Road on Detroit&#8217;s west side.</p>

<p>During the video, which was posted on Snapchat with headline &#8216;what black girl magic looks like&#8217;, Steele is heard saying &#8216;bye Felicia&#8217; as the woman walks away with her back to the camera on a night when temperatures in Detroit plunged to -18F.<br />

On Tuesday evening, Steele and another unidentified officer pulled over Ariel Moore for driving with expired license tabs. The officers ordered Moore to walk to her destination because of the expired tags.</p>

<p class="mol-para-with-font">During the clip, Steele follows Moore with his camera as she sets off on foot in below-freezing temperatures after being told to leave her vehicle.<br />
As the clip plays on, one of the officers inside the car says the young woman is doing the &#8216;walk of shame&#8217; before Steele signs off with &#8216;bye Felicia&#8217;.<br />
A sticker added to the video also reads &#8216;celebrating Black History Month.&#8217;<br />

Moments before the footage was filmed, bodycam footage shows the officer had pulled Ariel Moore over for having an expired registration.<br />
He then told the driver she would have to leave her vehicle and offered to give her a lift home.<br />
However Moore declined the offer and decided to walk a block home.<br />
Moore later told <a class="class" href="https://www.wxyz.com/news/national/detroit-police-open-investigation-after-officer-posts-demeaning-snapchat-of-black-woman" target="_blank" rel="nofollow noopener">WXYZ Detroit</a>: &#8216;I’ve never had this happen to me in my life. I’m kind of shocked — I don’t really know how to feel right now. I’m still trying to take it in.&#8217;</p>

During a press conference on Thursday, Detroit Chief of Police James Craig said the post was a very &#8216;bad decision&#8217;.<br />
According to the <a class="class" href="https://www.metrotimes.com/news-hits/archives/2019/01/31/white-detroit-police-officer-reassigned-after-taunting-young-black-woman-in-snapchat-video" target="_blank" rel="nofollow noopener">Metro Times</a> he said: &#8216;I’m angry because this was a racially insensitive post.&#8217;<br />

Chief Craig, admitted Steele had a ‘troubling history’ predating his appointment as chief with the Detroit Police.<br />
In 2008, officer Steele was arrested for physically attacking and firing a gun at his ex-girlfriend during a domestic attack. After his arrest, Steele remained with the force. He pled guilty to a misdemeanor charge, served probation.<br />
Chief Craig added: ‘It would have been a different outcome if I had been chief.’ Following the Snapchat post, Steele has been stripped of his corporal ranking and remains under investigation.</p>
