A mother and her two young children were gunned down in the street while the father – who was initially detained nearby by police – has vanished after being released due to lack of evidence.
Hailey Dempsey, 28, ran half a mile with her two young daughters aged 4 years and four months, after fleeing her house after her mother, Valerie Deboe, was shot dead.
Officers responding on Sunday May 3, to reports of a disturbance in the 300 block of West Tever Street. on arrival discovered the two young children deceased inside the home.
Hailey Dempsey was located at the scene suffering from gunshot injuries and was transported to a hospital, where she later died.
A third daughter was also found at the scene but was not injured
Hailey Dempsey who was still alive when paramedics arrived, later died in hospital. A third child was rescued at the scene unharmed.
Detectives led to a second location, the home of Hailey’s mother on North Burton Street, found the body of Hailey’s mother Valerie Deboe. The 55-year-old woman was dead from a gunshot wound.

Police have identified Jay Dempsey, 27, as a person of interest in the case. Authorities confirmed he was initially detained but later released due to insufficient evidence at the time.
One next door neighbor said that after the couple got into a heated argument on Friday, Hailey called police who arrived at the home but left soon after.
Then he spotted Jay Dempsey putting on a bulletproof vest and loading a large duffel bag into his car on Saturday night.
Jay Dempsey was detained nearby and his arrest photographed by nearby residents.
However, neighbors said he was released due to lack of evidence. Police confirmed no one was in custody in relation to the murders.

Investigators later developed information indicating that Jay Dempsey may have been hiding in a wooded area before emerging at 3am on Monday, retrieving his deceased wife’s vehicle, and leaving the area. His current whereabouts have not been publicly confirmed.
After Dempsey was released from custody, he left town and later deleted his social media pages. A witness saw him walking out of the woods at 3am on Monday), get into his dead wife’s car and drive off.
As part of the ongoing investigation, Plant City police are asking residents and nearby businesses to review surveillance or doorbell camera footage recorded between 5:30 a.m. and 7:00 a.m. on May 3. Investigators are particularly interested in footage showing a woman walking with three children, which may provide critical insight into the timeline of events.

Hailey was mourned by friends who said she was a great mother and she and Dempsey were recently discussing their daughter’s birthday party.
Dempsey is an avid shooter with numerous photos of him firing guns and posing with rifles on his now-deleted Facebook page.

Police called for anyone with surveillance or doorbell camera footage of North Burton Street, West Tever Street, or the surrounding area between 5.30am and 7am on Sunday to contact them.
‘The Plant City Police Department knows of no credible threats that leads to a belief that there is a threat to the public at this time,’ police said.
‘The investigation is very active, searching for leads and clues that allow for forward progress and proper resolution in this case.’
