Husband and wife, Jose Ramos and Annetta Ramos  arrested, Wednesday, on charges that they molested two children for years 

A former Navy couple were arrested on Wednesday on charges that they molested  two children, a boy and a girl for years to ‘teach’ them how to have sex.

Fort Worth, Texas police say Jose Ernesto Ramos, 40, would force the male victim to have sex with his 31-year-old wife Annetta, while he watched and ‘coached’. Likewise, say police, Jose raped the female victim while his wife instructed and sometimes forced the girl to perform sex acts on her husband. It’s unclear whether the victims are the Ramoses son and daughter.
The alleged abuse, which ran the course of years,  occurred at the couple’s home in south Fort Worth. Annetta Ramos is accused of “watching, coaching and instructing” the female victim on how to perform sexual acts on Jose Ramos and forcing the girl to comply.
Jose Ramos on the other hand, is accused of “watching, coaching and instructing” the boy on how to perform sex acts on Annetta Ramos and participating in the acts. Jose Ramos is also accused of sexually assaulting the girl.

The abuse had allegedly been going on for years before one of the children,  by then in their teens, told  a friend in December 2014. That friend alerted a high school counselor, which led Fort Worth police and Child Protective Services to get involved.
In an interview with CPS that same month, the female victim said Jose Ramos would order her to have sex with him. If she resisted, he threatened to hit her or physically grabbed her, the affidavit states.

According to the affidavit filed by the teens, the boy said Jose Ramos made him engage in sexual acts with his wife, Annetta Ramos. That Jose Ramos remained in the room during the encounters, instructing him as it occurred. He also states that Annetta Ramos stopped sexual contact with him when he was about 13 or 14 because she decided she didn’t want to do it anymore, threatening to leave her husband if the affair continued.
The teen boy told CPS that he had decided to step forward about the abuse after the female victim told him that Jose Ramos intended to have another man have sex with her.
Jose actually confessed to some of the crimes in an interview with a detective from the Crimes Against Children unit, but that detective never got a warrant for the couple’s arrest. That detective, Dennis Hutchins, has since been fired from the unit for mishandling a series of cases.

A new detective who took over the case arrested the couple on Wednesday, charging each with one count of sexual abuse of a child under the age of 14 and one count of continuous sexual abuse of a child under the age of 14.
Both were being held at the Tarrant County Jail on Thursday, in lieu of $500,000 bail each.
According to the arrest affidavit, Jose watched, instructed and participated as the male victim performed sex acts on his wife and he also sexually assaulted the female victim.

Police say Annetta watched and coached the female victim as she performed sex acts on Joe, sometimes forcing the girl to perform the sex acts.
When the female victim was interviewed by police, she said Jose would force her to have sex with him and would hit or grab her if she refused.
The boy said Jose watched him perform sex acts with Annetta and instruct him.
He says Annetta stopped having sex with him when he was 13 or 14 years old and told her husband she’s leave him if he forced her continue.
While that abuse stopped, Jose told Detective Hutchins during his interview in 2014 that he continued to rape the female victim unbeknownst to his wife.

Jose reportedly confessed to some of the abuse when he agreed to come in for a voluntary interview with Detective Hutchins in 2014.
In the videotaped interview, Jose said that ‘quite a bit’ of the allegations were true and that ‘he planned on pleading guilty’. He reportedly admitted to having vaginal, anal and oral sex with the girl victim multiple times over the years.
In a separate interview, Annetta admitted to watching her husband rape the girl but she insisted that it was consensual sex.

‘The suspect states that there was nothing forceful, that it was gentle. The suspect states that it was not rape or forceful,’ the affidavit says.
On her her part, Annetta has not confessed to raping the male victim.

Despite the admission of guilt from the couple, Detective Hutchins failed to arrest the couple. Naval Criminal Investigative Service agents learned of the investigation in January 2015, and called Hutchins two months later to follow up about the case.
Hutchins told the NCIS agents that the case was pending review by prosecutors.
In June 2016, NCIS agents called yet again to follow up on the case, and Hutchins promised to confer with the DA’s office and call them back, but he never did.
Hutchins was fired from the department in July for this and a series of other cases in which he allowed ‘multiple offenders’ to avoid prosecution.

‘In an internal affairs interview, Detective Hutchins stated he “set the case aside” and was waiting to confer with an additional prosecutor with the Tarrant County district attorney’s office,’ his termination letter states. ‘In the same interview, Detective Hutchins agreed that from March of 2015 to March of 2016, he never made any additional attempts to contact the Tarrant County district attorney’s office or conduct any further investigation in the case.’
Hutchins is currently appealing his termination, claiming the department was severely understaffed and that he ‘hit a point of burnout’.
The Ramoses both served in the Seabees, the Navy’s construction battalion.
Jose was in the Navy from 1995 until 2011, while his wife served from 2004 to 2008.
