Eddy Vladimir Féliz Garcia, 25, was detained and beaten by patrons at the bar immediately after the incident and has been charged as an accomplice to an attempted murder, The Associated Press reports. His lawyer, Deivi Solano, told the wire service that his client did not know the person he picked up when he stopped to take a fare Sunday night.
The second suspect now in custody was the shooter police said.
Investigators are treating the case as an attempted murder that may have involved more than just the driver and the gunman, the spokeswoman said.
Oliver Moisés Mirabal Acosta was arrested along with at three other suspects
Before jumping on the back of Garcia’s motorcycle, Acosta was filmed driving a Hyundai and speaking to other men.
He then approached Ortiz on the bicycle and shot him, police say.
Garcia, who was chased down and beaten at the scene of the crime, has now been charged with a slew of charges including attempted murder but his lawyer says he is an innocent moped taxi driver who had no clue what Acosta was planning.
According to police, two Hyundais were seen following Ortiz before the incident, including one which was facing him before he got shot.
They have not released the footage but it was described in charging documents for Garcia.
