A female police officer who sexually assaulted two teen boys after grooming them with sexts for nearly a year has been sentenced to 20 years in federal prison.
In pursuance of her serial abuse, Delia Ruiz, a 31-year-old ex-cop in small city in Texas, was sentenced Wednesday by US District Judge Matthew J. Kacsmaryk for the crimes, which saw her seduce and have sex repeatedly with the boys, whom were aged 15 and 16 when they met in 2020. The victims were not identified due to their age.
Officials said Ruiz, a former officer with the police department in the small Texas town of Friona, sent the younger victim flirtatious messages.
On at least three separate occasions, she lured him a local church parking lot for sex in her car.
The court documents state that the officer also sent the youth sexually explicit photos and videos of herself, warning him not to tell anyone about their trysts, because she could get into ‘big trouble.’
Ruiz then 30, met the then-15-year-old victim, identified in the indictment as John Doe 1, at the home of the younger teen, John Doe 2, in the spring of 2021. At that point, she had been engaged in a relationship with the younger victim for roughly half a year, beginning in the previous fall.
In a January plea deal, Ruiz admitted having sexual intercourse with the elder victim in autumn 2020 when the boy was 16. She continued to meet with the boy until he turned 17, then moving on to his younger friend.
Investigations revealed that she also sent similar messages to a third victim, referred to in court documents as John Doe 3. Admitting to the third overture, Ruiz said that they did not have sex, as she told cops, that it was solely because ‘she had had not been afforded the opportunity.’

After her arrest in October 2021, Ruiz was fired from the force. The news was announced Thursday by US Attorney for the Northern District of Texas Chad E. Meacham, nearly five months after Ruiz admitted to having sex with both boys back in January.
She plead guilty to charges of enticing a minor and sex assault.
The sentence came as the culmination of an eight-month-long investigation by the Texas Rangers, the FBI, and the Amarillo Police Department, whom were aided by the cooperation of the Fiona police force. Court documents filed by the US District Court for The Northern District Of Texas provide additional details on Ruiz’s lecherous conduct and the methods she used to groom both children.
Concerning the younger John Doe 1, feds wrote that Ruiz ‘sent the child flirtatious messages and arranged to meet him in a church parking lot for sex in her car on at least three occasions.’
‘She sent him sexually explicit photos and videos of herself and warned him not to tell anyone about what they did because she could get into ‘big trouble.’”
The documents also detail the methods Ruiz used to ‘persuade, induce, coerce, and entice’ the minors to engage in sexual activity.
In her plea agreement, Ruiz admitted that after meeting John Doe 1, she started sending him messages on Facebook Messenger that quickly ‘became flirtatious’ – including one that said ‘she was going to take a shower’ with a ‘winky face’ emoji.
She said she began having sexual intercourse with the 15-year-old victim after meeting him at John Doe 2’s home in May 2021.

That month, Ruiz arranged to meet John Doe 1 in the parking lot of the church, located in nearby Bovina, where the two engaged in sexual intercourse, her plea agreement states. The meets would continue on until the next month.
The document reads: ‘While in Ruiz’s vehicle, Ruiz and [John Doe 1] discussed him being a student at Bovina High School. Ruiz and [the victim] kissed and engaged in sexual activity in her vehicle.
‘This occurred at least three times with the last being in June 2021,’ it then states.
The document also reveals that Ruiz ‘sent [John Doe 1] flirtatious messages, as well as photographs of her breasts, vagina, and buttocks, and videos of herself masturbating.’
Feds wrote that Ruiz had also sent similar sexual photographs and videos of herself to John Doe 2 over the course of their six-month sexual relationship.
Cops said that she also sent similar messages to a third victim, referred to in court documents as John Doe 3, with whom Ruiz had not got round to the sex bit.
‘Ruiz sent additional nude photographs and videos of herself masturbating to John Doe-3 beginning when he was 16 or 17 years of age,’ her indictment states. Regarding the third victim Ruiz was was charged for enticing the minor as part of the plea deal after admitting that ‘the reason she had not had sexual intercourse with Doe-3 was because she had not been afforded the opportunity.’
