Richard Keenan, a former small-town Ohio mayor, who has described himself as a “dedicated” Christian, admitted to molesting a girl for years and blamed the victim for being a “willing participant,” according to court documents.
A motion filed by the Trumbull County Prosecutor’s Office says Richard Keenan, the former mayor of Hubbard, confessed his crimes to his wife, his brother, his sister-in-law and a pastor.

However,  the Trumbull County Prosecutor’s Office said the crimes spanned an even longer period, from September 2013 to June 2016.
Although his connection to the victim is clear, Keenan who served as mayor of the small Ohio town from 2010 to 2011, admitted on several occasions to  raping and molesting a child over a three-year period, beginning when the victim was 4 years old.
The motion filed Monday, states that 65-year-old Keenan who at his swearing in as mayor of Hubbard, a northeastern Ohio city of 7,800 residents, told local newspaper, Vindicator, that he lived his life by his Christian faith, first admitted to a local pastor that he molested the girl, beginning when she was 4.
His account of events is that the girl walked in on him in the bathroom and “asked him if she could touch his pee-pee.” Keenan said he kissed, fondled and performed oral sex on the girl, and let her kiss his genitals.

Keenan called his brother and sister-in-law to confess the crime and said he “had gone way, way too far and way over the line,” the docs say. When his wife confronted him about it, he told her, “I did it.”
Keenan was admitted to two local psych wards. At the second one, he told a social worker the assaults had spanned two years.
He also told the worker the girl “had come onto him and the child was a willing participant in the sex acts,” court papers say.
Keenan, was indicted last month on eight counts of rape and 12 counts of attempted rape and gross sexual imposition. The former mayor faces life in prison if convicted. He is now free on $75,000 bail.
Prior to his term as mayor, the former probation officer, and married father of three girls, had served as a Hubbard city councilman.
Keenan who also has three grandchildren, is quoted as saying to local media,  “I’m a Christian” .
“Dedicating my life to Jesus has changed my life,” back in 2010.
