A California police officer has been fired after fatally shooting a Black man, but he was only canned because another officer was in his line of fire.
Ryan McMahon was terminated Wednesday.
McMahon, who has been involved in two fatal shootings within the course of a year, was fired from the police department, a month after documents surfaced revealing the police chief recommended McMahon his termination for firing a shot that could have struck his partner.
McMahon fatally shot two Black men during his time on the force, once in February 2018 and again in February 2019.
On Feb. 9, 2019, McMahon and five other officers fired 55 bullets at Willie McCoy, an aspiring 20-year-old rapper. McCoy had fallen asleep in his car at a Taco Bell drive-thru and was killed seconds after he woke up. The shooting was captured by the officers’ body cameras.
Police officers were there for a welfare check at the fast-food restaurant after an employee reported a man “slumped over” in the driver’s seat of a silver Mercedes-Benz.

McMahon “violated department policies by engaging in unsafe conduct and neglect for basic firearm safety” in the 2019 fatal shooting of Willie McCoy outside of a Taco Bell, the city announced in a news release Thursday. McCoy was shot multiple times by six Vallejo officers in an incident that has become the subject of a still-active federal lawsuit.

Police reports claim that McCoy was asleep when officers spotted a gun on his lap and noted that the car was in drive. As McCoy awoke, officers said he leaned forward and reached toward the weapon, a claim that was not borne out by independent review of the tapes.
Authorities say McCoy was shot a dozen times, but the victim’s family members who viewed his body said he was shot more than 20 times. In fact Police fired more than 55 rounds at Willie McCoy in less than 4 seconds, independent reports show.
The shooting sparked outrage in the Bay Area community and scrutiny of the Vallejo Police Department.
McMahon ultimately was fired after an internal investigation because another officer was in his “field of fire” when he shot at McCoy, according to the San Jose Mecury News.
McMahon “violated department policies by engaging in unsafe conduct and neglect for basic firearm safety,” Vallejo police said in a press release.
A year earlier, McMahon shot and killed another Black man, Ronell Foster. McMahon said that he had stopped Foster for riding his bike without a light at night, according to local CBS affiliate KPIX.
When Foster fled, McMahon chased him down and beat him with a flashlight. Foster took the flashlight and tried to run; McMahon responded by shooting him to death.
That internal investigation cleared McMahon, but the city of Vallejo paid Foster’s family $5.7 million in August 2020 to settle a wrongful-death lawsuit.
NBC News reported that the other officers who killed McCoy, Collin Eaton, Bryan Glick, Jordon Patzer, Anthony Romero-Cano and Mark Thompson, have not been disciplined. All six officers opened fire on the sleeping local rapper, who is black at the same time.
